Food crisis looming large in Anjaw

Floods threat Eastern Arunachal

ITANAGAR, Aug 13: Food crisis is looming large in remote Anjaw district following disruption in surface communication.

The main road connecting the district through Lohit remained blocked since August 8 due to recurring landslides triggered by heavy rainfall. Intra-district road communications were also badly affected due to landslides.

Road communication between Hawai and Hayuliang remained cut off since August 11, while Chaglongam Circle is cut off from the rest of the district since August 10.

Though the BRTF has deployed workers and machinery to clear road blockades, recurring and persistent landslides are hampering the restoration work.

The District Administration has directed the PWD and others to pull in resources for quick restoration of roads.

Anjaw Deputy Commissioner, Mamata Riba has urged the government for facilitating air dropping of food items, if the road remains blocked for another two days.

She appealed to all government employees, public and PRIs leaders to cooperate with road construction agencies for early restoration.

Crop damage reports are yet to be received with 21 Nallah, Nagas Nallah and Maipani areas being the worst affected.

Meanwhile, a sudden change of the Silluk River's course flooded Silluk village in East Siang district, damaging paddy fields, roads and vegetable gardens.

Further, Noa-Dehing continued to created havoc in Namsai, where four homes, an Anganwadi centre at Lekang Gohain Gaon and two dwelling houses, a primary school and Anganwadi centre at Silatoo Kachari were eroded due to flood. He assured to extend all possible assistance as per government norms.

He also advised the affected people to take all precautionary measures as per guidance of medical team to avoid outbreak of post flood epidemic.

The Deputy Commissioner, CO and ZPM, along with a team of officials visited the flood affected Lekang Gohain gaon, Dirak Miri,  and Silatoo Kachari villages under Lekang Circle.

The DC distributed relief materials to the affected households at Lekang Gohain gaon. Let capital four-lane highway work start

Monday Musing

[ Ranjit Sinha ]

Observing the accelerated construction work of the National Highway in the neighbouring state of  Assam, a conscious citizen of the state once said that Assam has succeeded in shredding the tag of  'Lahe lahe,' while the state of Arunachal Pradesh borrowed it, in addition to  its tag of 'Khusi Khusi'.

Such observation holds water as the concerned higher authorities of Arunachal Pradesh took almost a decade's time to get the central government's approval for construction of the four-lane National Highway in the state capital.

After prolonged bureaucratic hurdles, the state government got the approval of the central government for construction of remaining portion of the NH from Banderdewa to Itanagar in the recent past. However, the preliminary work for the same already got delayed due to various reasons, including natural calamities.

While the rain plays its part, the snapping of the National Highway 415 near Karsingsa sinking zone and road blockades, followed by  landslides elsewhere in the state once again remind the state authorities and  common people that apart from well-equipped education and health sectors, it is good road infrastructure that shows the path of real development.

Sadly, the residents of the state Capital are still struggling for good roads and safe drinking water, which reflects the poor state of affairs before the rest of the state and country as a whole.

However, at last there is a ray of hope as many residents of Itanagar have paid heed to the call of the administration and reportedly have started  demolition of  buildings and premises which fall within the  Right of Way of the NH to pave way for construction of  four-lane road. It is said that the state government has decided to pay a lump sum package to the building owners who voluntarily demolish structures on their own, and August 18 has been fixed as the last date for applying under this scheme.

Meanwhile, the Chief Minister, while releasing the comprehensive report on "Skill development in Arunachal Pradesh" had given emphasis on skill development for educated, uneducated and school drop-out youths for self-employment. Here also, road infrastructure plays a significant role in providing avenues for self-employment. One should not forget that a skilled person can prove his mettle only if infrastructures, including road links bring the people closer.

Later, Kaso inspected the colony road wherein the residents highlighted the need of a proper colony road that would also connect the colony with the Police Colony.

He said that he has already put up a proposal for 40 km of concrete cement road for Capital Complex and assured to include it, if the proposal is granted.

Further, the Deputy Commissioner stressed on the need to keep the Capital Complex clean and asked the public to continue with the spirit of Swacch Bharat Abhiyan.

Misappropriation of fund alleged

Correspondent

PASIGHAT, Aug 13: The Water Resource Department, Pasighat division has been alleged of misuse of fund in the name of construction of security fencing of the Mebo WRD office during 2015-16.

Armed with RTI documents, RTI activists Shoney Pertin and Omuk Aje of Pasighat alleged that the WRD fraudulently drew an amount of Rs 19.29 lakh showing fencing/security wall construction at Mebo WRD office.

Claiming that boundary wall/fencing of the said office has already been done and  payment against the work was also paid to the contractor earlier, the RTI activist duo  also questioned the concerned WRD engineers on overlapping of scheme in the name of boundary wall construction and drawing of Rs 19.29 lakh MLA LAD fund without any renovation or extension work.

Alleging  that the executive engineer of WRD, Pasighat and AE of Mebo WRD  have unholy nexus with the firm house in this regard, the RTI activists have lodged an FIR in Pasighat Police Station demanding high level inquiry into the alleged financial  irregularities.

When contacted, Mebo Assistant Engineer of WRD, Alat Megu admitted that the wall (fencing) was constructed at Mebo office during 2011-12 without sanction. The payment of bill to the contractor concerned was made by diverting funds from some Minor Irrigation Project (MIP) and MIC (Channel) schemes from different subdivisions under Pasighat division.

AE Megu also informed that he approached the local MLA for sanctioning Rs 20 lakh in order to meet the shortfall of fund in the MIP and MIC projects (after fund diversion) and it was released in the year 2015-16.

Former Mebo AE (WRD), Bising Daring also said the security fencing (boulder wall) of Mebo WRD office was made during his tenure in 2011-12 and all dues were paid to the contractors concerned.

PPA reacts to BJP’s decision

ITANAGAR, Aug 13: Reacting to the BJP's decision to break its relations with the North East Democratic Alliance (NEDA) partner, the Peoples Party of Arunachal (PPA) opined that the point of difference has only been on Pema Khandu continuing as the Chief Minister of the state under the NEDA, as the party had suspended him from the party on charges of anti-party activity.

The PPA had written to BJP national President Amit Shah and NEDA Convenor, Hemanta Biswa Sharma to remove Pema Khandu from the Chief Ministerial post as there were serious charges of corruption and criminal conspiracies leading to the death of two persons in Tawang shooting incident, and the 60 pages suicide note left behind by late Kalikho Pul, where Pema has been named with grievous charges of corruption, said a press statement issued by PPA Secretary General Kaling Jerang.

The Party further said the decision to disassociate with the lone regional political party in the state from the NEDA is definitely not a healthy sign for the development of regional political parties and the region itself.

Stating that PPA as a constituent of NEDA has always been a disciplined partner, the party said that the PPA Government had willingly accommodated the BJP legislators in its council of ministers to honour the spirit of accommodative politics.

More than anything else, the PPA was among the first regional political parties to come in support of the NDA presidential candidate Ram Nath Kovind, the party said.

The PPA expects that NEDA would play a much larger role in terms of all round development of North Eastern region rather than be a platform for divisive politics master minded by self-centred politicians. The party wants NEDA to be of more relevance to the peculiar problems of the north eastern region, the statement said.

Orgs welcome creation of DIFCA

ITANAGAR, Aug 13: The Apatani Shaman Association (ASA) and the priests' community termed the decision to create the Department of Indigenous Faith & Cultural Affairs (DIFCA), as a bold step and historic one.

"This is the right decision in the right time, as our highly valued indigenous traditions, cultures, faiths and beliefs are dwindling and fading away with influence of western culture. The newly established Department of IFCA will be highly helpful for the indigenous people of Arunachal Pradesh to preserve, promote and protect their faith, culture and traditional practises, inherited by their ancestors," the ASA said in a release.

"This would pave a way in preservation and documentation of rich oral literatures, folklores, hymns and chanting being handed down from generation to generation by the local shaman through oral memory with no written script," the ASA added.

The All Arunachal Pradesh Students' Union (AAPSU) has also termed the state government's initiative an insightful decision.

The state of Arunachal Pradesh with 26 major tribes and more than 100 sub-tribes is known for its unique cultural diversities. But, majority of the people are being influenced by western culture forgetting our own culture, AAPSU stated in a release.

Fix the responsibilities

The death of over 30 children within a span of 48 hours at the government-run Baba Raghav Das (BRD) Medical College hospital in Gorakhpur last week is in equal parts tragic, shameful and outrageous. But what is perhaps more galling than the death of little babies is that what happened in Gorakhpur was neither the first nor will it be the last. Since 2012, 3,000 children suffering from Japanese Encephalitis have reportedly died at BRD Hospital, which serves as the nodal point for all such cases in the region. This time around, the fatalities have attracted more attention because the state's callousness seems to have touched a new low. According to the reports, many of the children died because their oxygen supply was cut off as the hospital hadn't paid its dues to the supplier.

Though UP government initially refuted allegation but since then have accepted fault and has initiated action against oxygen supplier. If Yogi Adityanath's government had cleared that sum of money to the oxygen supplier, so many children would not have lost their lives. Yogi Adityanath who had also been the MP from Gorakhpur since 1998 was more than familiar with the problem of the outbreak of encephalitis in his former constituency. He has raised this issue in Parliament and has in the past, when the Samajwadi Party was in power, demanded that it should be declared an epidemic. Most of the victims are from the lower strata of society who have no access to treatment facilities at primary health centres or even district hospitals. Incidentally, the chief minister was at the said hospital this week and visited the ward where children infected with encephalitis were admitted.  Why authorities did not inform him about the fund issue. There is a need for proper investigation and people responsible for death of so many young souls should be strongly punished.

An open letter to CM and Education Minister

Dear Editor

Through your esteemed daily, I would like to draw the attention of all concerned, the plight of Govt HSS Bilat, which has been hard hit by the 'rationalization of teachers'.

Govt HSS Bilat ,which made it to the headlines of  dailies of the state in 2016 for its CBSE debacle ,culminating in the suspension of the then principal ,was the ultimate result of CCE and shortage of concerned subject teachers particularly PCM teacher who was posted in the mid of the session.

But this year ,under the able guidance and efforts of Princepal  Tagin Tatan and VP O Tatin and dedication of limited manpower ,the school topped the Class X pass percentage in East Siang District.

Now, when the performance of the school is limping back to track, transfer of seven teachers including the two NCC officers from Govt HSS Bilat, in the name of 'rationalization comes as a bolt from the blue.

Without required number of subject teachers, immediate release of teachers without relievers would result in suspension of classes which would naturally affect the students and their parents .

Therefore ,I request  Minister Education and CM to intervene in this regard.

Yours,

Neyi Taloh

This is regarding the demands of CoSAAP for extension of their service life. If anybody demands for extension of their service life kindly demand for the raising of age bar of 33 years to 35 years too.

Let me put this in a simple way my father is an engineer with PWD in AP, he has 5 years for retirement and I would like him to remain in his service for more years but I also have two younger brothers who completed their civil engineering from south India and I would like to see them engaged in some good job too. One of my brothers is 27 years and if the service life is extended then who knows he might not even get a chance to serve the state in the capacity he knows best.

My request to the respected elders, it is time that you step down with dignity, please give the chance to the upcoming generation. You have served the state well now give that chance to the young generation.

Yours

Indifference is not a modern phenomenon

Dear Editor,

This refers to Tongam Rina's article, "Indifferent age" (Ring Side View, August 9, 2017). Our indifference to hunger and exploitation cannot be viewed as something new or just as a characteristic of modern age. In fact, Tagore criticized our indifference to human sufferings in his song, "Oh, what a spring!" ("aaha, aaji e basante") indeed, in the nineteenth century. Tagore wrote, "Let those who are enjoying, enjoy themselves/ Let them enjoy the enjoyable spring to its last ~/  Those happy guys must not see/ The teardrop of a poor girl./ They pretend not to see,/ They pretend not to understand,/ They turn their heads."

Then, Bob Dylan did a Tagore by exposing our hypocrisy and callous indifference to human sufferings in his famous song, "Blowin' in the wind" in the twentieth century. The song said, "Yes, how many times can a man turn his head/ Pretending he just doesn't see?/ The answer my friend is blowin' in the wind/ The answer is blowin' in the wind." So, we see that human callousness or indifference is not a modern phenomenon but our chronic disease for centuries.

Bad road & road users

Dear Editor,

Through your esteemed daily  paper, I would like to bring your kind attention towards the potholes water on road. Due to these potholes and improper roads not only leads to heavy loss to the vehicles but also making trouble for school going children.

I am saying it from my own personal experience which has happened when I was going to college. I saw some small girls in their school uniform and suddenly a vehicle came and splashed the muddy water on their uniforms.

While they were thinking what to do because it was time for school but the uniforms were dirty, suddenly second vehicle came and did the same thing which forced the student to go back home. It has become an everyday scenario.

It's not only happening to school children but also to all the people who doesn't have vehicles. The person who is driving the vehicle should think about the pedestrians and especially for the school children.

Therefore, it’s my earnestly request to people to please slow down your speed when you see people are passing by.

Yours,

Jebi Kurdu
